By the grace of God,
We, Saud bin Abdulaziz Al Saud,
King of the Kingdom of Saudi Arabia,
After reviewing our Royal Decree issued on 2 Safar 1377,
and based on the requirements of public interest,
We hereby decree the following:
Article One:
A special monitoring unit shall be established within our Royal Court, tasked with overseeing the implementation of all orders issued by us and verifying that the competent authorities have carried them out.
Article Two:
This monitoring unit shall be headed by a president holding the rank and salary of department heads within our Royal Court, to be appointed by Royal Decree.
Article Three:
The president of this monitoring unit shall be directly accountable to us.
Article Four:
A dedicated budget shall be allocated for this monitoring unit.
Article Five:
The monitoring unit shall review all orders issued by us and verify what has been implemented and what remains unexecuted since our accession to the throne, and shall report its findings to us.
Article Six:
All relevant departments within our Royal Court shall provide this monitoring unit with copies of all orders issued by us.
Article Seven:
The monitoring unit shall maintain a special register for every order issued by us.
Article Eight:
Implementing authorities shall keep the monitoring unit informed, on a continuous basis, of the measures taken to execute our orders, and the unit shall record all such updates.
Article Nine:
The monitoring unit shall submit periodic reports to us detailing the stages completed in the implementation of each order, what remains outstanding, the reasons for any delays (if any), and its recommendations for addressing such delays and ensuring proper execution.
Article Ten:
The monitoring unit may request from implementing authorities any data, statistics, or information related to the execution of our orders.
Article Eleven:
This regulation shall be communicated to all concerned parties.
Article Twelve:
This regulation shall take effect from the date of our approval.
