All ministries shall address their correspondence through this Office, and the Prime Minister shall exercise all functions and issue directives to all entities in accordance with the authority granted to him by us.

Third:

Each ministry shall manage its affairs within its own regulations, without the need to refer matters to the Prime Minister except in the following cases:

  • a. When a complaint is submitted to the Prime Minister and he requests information from a ministry regarding that complaint. After submitting the response, the ministry must await his instructions.
  • b. Matters that the ministry’s regulations do not permit it to decide independently must be referred to the Prime Minister.
  • c. Matters that the Council of Ministers Law requires to be presented to the Council.

Fourth:

Transactions received by the Office of the Prime Minister that must be presented to the Council of Ministers shall be forwarded to the Secretary‑General for submission to the Council. After the Council issues its decision, the matter shall be returned to the Office of the Prime Minister to prepare the necessary procedures.

Fifth:

Matters submitted to the Prime Minister that are not required by the Council’s regulations to be presented to the Council may be decided by the Prime Minister in accordance with applicable laws and instructions, and he shall present to us whatever requires our attention.

Sixth:

All ministries and departments may communicate directly with one another in preliminary correspondence to save time and expedite results. The final outcome shall then be submitted to the Prime Minister, who will present to us whatever must be presented.

Seventh:

The General Secretariat of the Council of Ministers shall implement the provisions of its regulations as stipulated in the Council’s organizational system.

Eighth:

All ministers shall devote themselves fully to their essential duties within their ministries and manage them in accordance with applicable regulations.
