With the help of God Almighty,
We, Saud bin Abdulaziz, King of the Kingdom of Saudi Arabia,
After reviewing the Council of Ministers’ Resolution No. 12 dated 6/2/1374 AH concerning the standardization of employment contracts for foreigners in government positions,
And based on the submission presented to us by the Prime Minister,
We hereby decree the following:
Article 1
Foreigners may not be employed in civilian or military government positions with monthly salaries not less than 500 riyals and not exceeding 3,000 Saudi riyals except under the standardized contract attached to this decree.
Article 2
No foreigner may be contracted to work for the government with a monthly salary exceeding 3,000 Saudi riyals unless the matter is submitted to the Council of Ministers and approved.
Article 3
No foreigner may be permitted to begin any work for the government before a contract is drafted and signed by both the foreign employee and the government representative.
The contract term may not be less than one year nor more than three years, without prejudice to the possibility of renewing it more than once for similar terms.
Article 4
Existing contracts of foreign employees currently working in the government shall remain valid until their expiration only.
Upon expiration, the competent authorities shall conclude new contracts with those whose services they wish to retain, in accordance with the standardized contract referenced above and in compliance with Articles 1 and 2 of this decree.
Article 5
No contracts may be concluded with foreign experts whom a ministry wishes to engage for a specific assignment, for a fixed remuneration covering the entire duration, unless the matter is submitted to the Prime Minister and he approves the contract terms, regardless of the amount of remuneration.
Article 6
All ministers shall implement this decree and act upon it from the date of its issuance.
