Royal Decree Concerning Municipal Revenues in the Kingdom

Dated: 17 Jumada al‑Akhirah 1374 A.H.

By the grace of God,
We, Saud bin Abdulaziz,
King of the Kingdom of Saudi Arabia,

In view of the need for municipalities throughout the Kingdom to have sufficient revenues enabling them to undertake the necessary improvements and reforms in their respective towns,

We hereby order the following:

 

1.

All government‑owned lands located in the outskirts of each town shall be granted to the municipalities of those towns and shall be considered municipal property.

 

2.

Each municipality shall prepare the necessary maps of these lands and determine reasonable prices for them, ensuring that such pricing does not hinder urban development. Sales shall be made in limited plots according to the needs of buyers, and not for purposes of monopoly or exploitation.

 

3.

A committee shall be formed in each town, consisting of:

  • one member from the Administrative Council,
  • one member from the Municipality,
  • one member from the Finance Department,
    and chaired by the Mayor.
    This committee shall be called the Land Committee, and it shall carry out the responsibilities outlined in this decree.

 

4.

The Prime Minister shall implement this decree and communicate it to all concerned authorities.
