Royal Decree Concerning the Retirement System

In the Name of God, the Most Gracious, the Most Merciful
Number: 17/2/19/1484
Dated: 30 Sha‘bān 1374 A.H.

By the grace of God,
We, Saud bin Abdulaziz,
King of the Kingdom of Saudi Arabia,

After reviewing the Retirement System issued on 16/3/1374 A.H.,
and in view of the fact that the current rules governing the retirement of employees do not provide sufficient protection for their future in the event they suffer work‑related injuries or illnesses that render them unable to continue their service or earn a living, nor do they adequately protect the future of their children and families should such incidents lead to death—
and considering also that the current system does not cover soldiers in the Ministry of Defense, the Royal Guard, the Coast Guard, the Police, or the National Guard (the Mujahideen and those engaged in jihad), nor temporary religious employees and similar categories who do not pay retirement contributions to the Treasury—

And since it is among our dearest wishes to see all State employees—senior and junior—devoted to their duties with diligence and confidence in our care,

We hereby order the following:

Article One

By way of exception to Articles (3, 4, 7, 13, 17, 21, 22, 30, 36, and 37) of the Retirement System issued on 16/3/1364 A.H., the following shall apply:

A.

Anyone who suffers an injury or illness while performing his official duties and because of them, resulting in permanent disability preventing him from continuing service or earning a livelihood—whether he is among the employees referred to in Articles 4 and 5 of the Retirement System, or among the soldiers of the Ministry of Defense, the Royal Guard, the Coast Guard, the Police, or the National Guard (the Mujahideen and those engaged in jihad), or among civilian employees who do not pay retirement contributions—
shall continue to receive his full salary from the Treasury.

B.

Anyone who dies as a result of an accident or illness incurred while performing his official duties and because of them, from among the categories mentioned in paragraph (A), and anyone killed in service or who dies from wounds or an accident sustained while performing his duties, and leaves behind minor dependents unable to earn a living and without sufficient means—
the Treasury shall continue to pay his full salary to his dependents.

As for others not meeting these conditions, half of the salary shall be paid to their heirs regardless of length of service, taking into account Articles (27, 28, 32, 33, and 35) of the Retirement System, which define lawful inheritance, distribution, and related provisions.

Article Two

The Prime Minister and the Minister of Finance and National Economy shall implement this decree, which shall take effect from the date of its publication.
God is the Grantor of success.
