In the Name of God, the Most Gracious, the Most Merciful
Praise be to God alone, and peace and blessings be upon the choicest of His creation.
“Welcome to you — those whom Islam has made our brothers, whose hearts and ours it has united in the love of God and His Prophet. Welcome, pilgrims of the Sacred House of God. You have endured hardships and crossed great distances in response to God’s call and in pursuit of His pleasure. God has made it easy for us to meet you and speak with you, so that we may consult and advise one another on what benefits our religion and our worldly affairs.”
“From this Ancient House — the first House established for mankind — I renew the tradition of our father Abraham and the prophets after him, and the tradition of our Prophet Muhammad, peace be upon him, in calling to God alone, without partner:
‘Indeed, God does not forgive associating partners with Him, but He forgives what is less than that for whom He wills.’”
Islamic Brotherhood and the Struggle for Freedom
“Brothers: Islam came with freedom for nations, peoples, and individuals. It made the free equal to the slave, the leader equal to the led. It taught us to live free in our own lands — not enslaved by any oppressor, nor dominated by any tyrant.”
“Guided by its light, we have worked to unite the scattered ranks of Arabs and Muslims and to repel the schemes of their enemies. You know of the meetings we recently held in Cairo and Jeddah to support Arab causes and to aid our Arab brothers struggling for their freedom and independence everywhere.”
“We pledged and covenanted to unite our dispersed ranks and combine the strength God has granted us — befriending those who befriend us, and opposing those who oppose us. We seek no aggression against anyone, but we will not accept aggression against us.”
Strengthening Ties with the Muslim World
“We have reached out to our brothers in Islam — visiting and receiving nations and peoples bound to us by the unbreakable bond of Islam, and by ties of neighborliness across Asia. Our only aim is that Muslims strengthen one another, and that the people of the East support their brethren in the East.”
“A call has arisen urging us to work for the reform of Muslim affairs everywhere. Thus, we resolved — together with some of our brothers — to convene an Islamic Conference in this purified land. Invitations have been sent to the kings and presidents of Muslim nations, and its first meeting will be held here soon, God willing:
‘Say: This is my path — I call to God upon clear insight, I and those who follow me. Glory be to God, and I am not of the polytheists.’”
Expansion of the Holy Mosques
“Among God’s countless blessings is that He has granted us from His treasures — from what the earth holds and its springs yield — a wealth that has enabled us to undertake great projects in our homeland.”
“One of the dearest to our hearts, and the sweetest to our souls, is the expansion and reconstruction of the Prophet’s Mosque in Madinah. We continue to work on everything that benefits that sacred mosque and that purified city.”
“God has also enabled us to expand the Sacred Mosque in Makkah, to incorporate the area of al‑Sa‘i into its courtyard, and to remove the houses surrounding it to ease the pilgrims — following the example of Umar ibn al‑Khattab and Uthman ibn Affan, may God be pleased with them, who purchased homes and added them to the Haram.”
“When completed, the Sacred Mosque will accommodate four hundred thousand worshippers. We feel a joy beyond measure when we spend generously — from God’s bounty — on what benefits this blessed land, which God has made a sanctuary and a refuge for mankind.”
“The estimated cost of this project has exceeded five hundred million Saudi riyals, and our sole purpose in spending it is to earn God’s pleasure by enabling the ever‑growing number of pilgrims to perform their rites in comfort and ease. We ask God to accept this work sincerely for His sake.”
Railways and the Holy Sites
“We are now working to restore the Hejaz Railway between Madinah and Damascus, and to extend the railway from Jeddah to Madinah and then to Riyadh, connecting it with the line to Dammam.”
“God has also enabled us to contribute to the restoration of al‑Aqsa Mosque, and we stand ready to give and support until it is rebuilt better than before, God willing — while preserving, protecting, and guarding it, in cooperation with the Arabs and with the help of our Muslim brothers.”
National Development Projects
“Before us lie major projects to elevate our country’s health, education, and infrastructure to the level befitting it. We ask God to grant us His help and success in achieving and implementing them.”
“We also ask Him to accept our Hajj and yours, and to return you safely to your homelands — blessed with His pleasure and forgiveness.”
“Peace be upon you, and God’s mercy and blessings.”
