As we depart these sacred places, our hearts are filled with love and compassion for our dear people—who have spared no effort in expressing their loyalty to the throne with sincerity and devotion, who have never hesitated to sacrifice for the preservation of our nation, and who have shown unwavering desire to elevate the standing and reputation of our country. This is what compels us to renew our pledge and reaffirm our promise: that we are determined to sacrifice all that is precious to raise our people and our beloved land to the level befitting them in every aspect of religious and worldly life—so that blessings may increase, prosperity may reach all classes, and we may see our nation, by God’s grace, clothed in dignity and honor, enjoying stability, tranquility, and peace among nations.
At this moment, we deem it a solemn duty to call upon every citizen—within the country or abroad, near or far, young or old—to keep before his eyes the supreme principle and noble purpose upon which this Kingdom was founded, and without which it cannot flourish or remain strong. That principle is adherence to the teachings of our pure religion, which forbids what is evil, permits what is good, and guarantees the welfare of this world and the bliss of the hereafter.
As the guardian of this nation—responsible for preserving its independence, protecting its integrity, preventing foreign interference, defending its neutrality, and safeguarding its honor and wealth—I am accountable before God for the pledge I bear. I am bound by my faith to forbid what God has forbidden, to permit what He has permitted, and to defend this with all my strength—by word and by deed. I am entrusted, with God’s help, to protect the Islamic creed from corruption and to enforce the rulings of the noble Sharia to the fullest extent of the power granted to me.
It has reached me that some extremists and ignorant individuals believe that abandoning this straight path is progress, and that adhering to it is stagnation. God has blinded them to the truth: this Kingdom was built upon religion; this nation was united by religion; and the Arabs in their pre‑Islamic age were lost in ignorance, division, and weakness until God blessed them with this noble faith. Through it, they rose and excelled in all fields of life. But when many of them abandoned this faith and its sound creed, they declined, weakened, and were subjugated.
Today, God has reunited us, granted us strength, and opened for us the doors of sustenance. Yet our enemies exploit the ignorance of some among us to corrupt our creed—violating what God has forbidden, desecrating what He has sanctified, and casting doubt upon our faith. To these individuals in particular, and to all my people in general, I direct this warning:
I bear an Islamic pledge upon my neck, and I am bound to fulfill it completely. I hold a sacred trust that I must preserve. All of this rests upon the principles of religion and the noble Sharia. Whoever stands with us in this, we stand with him, honor him, and draw him near. But whoever deviates, embracing folly, ignorance, or rebellion, let him be warned—by God and by us—of a struggle without leniency or mercy. We will not consider kinship or status in this matter. Whoever conceals his error, God is our judge; but whoever openly defies the law, the rulings of Sharia are sufficient to restrain him. The lawful is clear, the unlawful is clear, and the Sharia is the scale of justice—and justice is the foundation of governance.
I act, God willing, upon the wisdom:
“Whoever seeks God’s pleasure at the cost of people’s displeasure, God will be pleased with him and will cause the people to be pleased with him. And whoever seeks people’s pleasure at the cost of God’s displeasure, God will be displeased with him and will cause the people to be displeased with him.”
I seek God’s pleasure above all.
It has also reached me that many who enjoy abundant wealth travel abroad frequently, spending large sums in ways displeasing to God, returning with weakened faith and eroded moral values. This poses a danger to our society and our creed, and wastes resources at a time when we most need to strengthen our religious and moral defenses against the destructive currents sweeping the world. We also need to invest our wealth in developing our country, establishing companies, and building institutions that will restore our strength and prosperity among nations.
Let such people fear God and beware the consequences of their heedlessness. Whoever does good, it is for his own soul; whoever does evil, it is against it. God is never unjust to His servants.
We do not intend by this to forbid what God has permitted. God has blessed us with abundant means, and it is our right to enjoy them with moderation and righteousness, as He said:
“Say: Who has forbidden the adornment of God which He has brought forth for His servants, and the good things of provision?”
God has commanded us to seek knowledge, pursue wisdom, and acquire strength and capability. We are now at the beginning of a cultural renaissance founded upon sound religious and moral principles. Every citizen must contribute to it. Private efforts are as essential as official ones, and private institutions are a pillar of public culture in every nation.
Those whom God has blessed with wealth should contribute to this noble effort, earning God’s pleasure and the gratitude of the people—rather than spending their wealth in ways that bring only God’s displeasure and the people’s condemnation. Our rising nation needs the efforts of all its children for construction, not destruction. We are more deserving of restoring our ancient glory—built upon our noble faith—than of stumbling into paths that lead only to ruin.
Our path is clear and straight. We have pledged to God to follow it and remain steadfast upon it. We have pledged to our nation to uphold it. Whoever walks with us has the right to our care, loyalty, and brotherhood. Whoever turns away has no claim to loyalty or protection.
O God, show us truth as truth and grant us the ability to follow it; show us falsehood as falsehood and grant us the ability to avoid it; and do not let it be confused for us lest we go astray. You are All‑Hearing, All‑Responsive.
