Authorizing the minister to grant the Undersecretary of the Ministry, its Director‑General, and the directors of the agencies affiliated with his ministry such powers as are vested in him under the General Civil Service Law and the Financial Representatives Law, as he deems necessary for the proper conduct of work, through decisions issued by the minister.
