During the reign of King Saud bin Abdulaziz Al Saud:
On 6/2/1375 AH (24 September 1955), Royal Decree No. (27/4/2/386) was issued, appointing a High Commission for the expansion of the Holy Mosque in Mecca, under the chairmanship of His Royal Highness Prince Faisal bin Abdulaziz, President of the Council of Ministers.
On 10/7/1380 AH, King Saud, in his capacity as President of the Council of Ministers, issued Decision No. (16993) establishing an Executive Commission under his chairmanship to supervise the expansion of the Holy Mosque.

The Council of Ministers,
Having reviewed the attached file submitted by the Royal Diwan under No. 16993 dated 30/7/1380 AH, which includes the report of the Minister of Finance and National Economy stating that Royal Decree No. 27/4/2/386, dated 6/2/1375 AH, concerning the expansion and construction of the Holy Mosque, stipulated the formation of an Executive Committee responsible before the High Commission for carrying out and implementing the works approved by the High Commission;
And whereas the practical situation, following recent administrative changes, requires the consolidation of responsibilities into a single committee that shall assume all the functions of both the High Commission and the Executive Committee, in order to ensure the efficient execution of the tasks of this institution;
And in view of the request to issue a Royal Decree approving the consolidation into a single Executive High Commission in the proposed form;
The Council hereby resolves to approve the formation of a Supreme Executive Commission as follows:
First:
His Majesty the King, the Exalted, Chairman of the Council of Ministers.
Second:
His Highness Prince Talal, Minister of Finance and National Economy, as Vice‑Chairman.
Third:
Membership shall include:
- Sheikh Abdulmalik bin Ibrahim
- Sheikh Alawi Al‑Maliki
- Director General of the Ministry of Interior
- Deputy Chairman of the Shura Council
- Director General of the Holy Mosque Expansion Project
- Director General of Public Endowments
- Mayor of the Holy City
- Director of Public Security
- Contractor Mohammed bin Laden

A draft Royal Decree has been prepared accordingly, and its text is attached hereto.
