The Council of Ministers has issued its resolution approving the project for the re‑operation of the Hejaz Railway, and this approval has been affirmed by the following Royal Decree:

By the grace of Almighty God,
We, Saud bin Abdulaziz Al Saud,
King of the Kingdom of Saudi Arabia,
Having reviewed Royal Decree No. 7/5/5/1764, dated 2 Shawwal 1374 AH, ratifying the Riyadh Agreement concluded in Riyadh on 25 Jumada al‑Awwal 1374 AH, corresponding to 20 January 1955 CE;
And based on Council of Ministers Resolution No. 32, dated 13/1/1380 AH;
And upon the submission presented to us by the Prime Minister, and in accordance with the requirements of public interest;
We hereby decree the following:
Article One:
We ratify Protocol No. 4, amending the Riyadh Agreement concluded on 25 Jumada al‑Akhirah.
Article Two:
The Prime Minister, the Minister of Foreign Affairs, and the Minister of Communications shall implement this decree, each within their respective jurisdiction.
