The first rank with a fixed salary scale in the internal cadre of employees is amended by dividing it into two grades as follows:
- Grade (A): Undersecretary of a Ministry or Ambassador — 5,000 riyals
- Grade (B): Minister Plenipotentiary — 4,000 riyals
