By the grace of God,
We, Saud bin Abdulaziz Al Saud,
King of the Kingdom of Saudi Arabia,
After reviewing the agreement consisting of 62 articles, signed in Riyadh on the eighteenth day of Jumada al‑Awwal 1377 AH, corresponding to the tenth day of December 1957, between the Minister of Finance and National Economy on behalf of the Government, and Mr. Taro Yamashina, President of the Japan Petroleum Trading Company, Ltd. (established in Japan and registered in Tokyo on 6 June 1956), acting as its representative and authorized agent;
And based on the Council of Ministers Resolution No. 97, dated 20 Jumada al‑Awwal 1377 AH;
And based on the submission presented to us by the Minister of Finance;
We hereby decree the following:
Article One:
The aforementioned Japan Petroleum Trading Company, Ltd. is hereby granted a petroleum concession in our undivided share of the submerged area of the Saudi–Kuwaiti Neutral Zone, within its defined boundaries, in accordance with the terms and conditions set forth in the agreement signed by our Minister of Finance and the company’s representative on the eighteenth day of Jumada al‑Awwal 1377 AH.
Article Two:
We hereby ratify the above‑mentioned agreement and its four attached documents, appended to this Royal Decree, and place them into effect as of today.
Article Three:
The Prime Minister and the Minister of Finance and National Economy shall implement the provisions of this decree.
