By the grace of Almighty God,
We, Saud bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia,

After reviewing our Royal Decree No. 13/11/8302 dated 19/8/1373 AH, and based on what the public interest requires, this decree hereby amends and replaces the aforementioned decree:

First

His Eminence the Grand Mufti of Saudi Arabia and President of the Colleges and Scientific Institutes, Sheikh Muhammad ibn Ibrahim, is hereby authorized to grant certificates of all levels to those who successfully pass the examinations of the College of Sharia, the College of Arabic Language, and the Scientific Institutes.
These certificates shall be equivalent in all respects to their counterparts issued by the Ministry of Education.

Second

Holders of these certificates shall be granted the rights that qualify them to work in all government positions—teaching, judiciary, and other fields—according to their respective qualifications.

Third

These certificates shall be recognized by all competent government authorities.

Fourth

His Eminence Sheikh Muhammad ibn Ibrahim, Grand Mufti of Saudi Arabia and President of the Colleges and Scientific Institutes, shall—after presenting them to us—issue the regulations concerning the grades and ranks at which graduates of each department of the colleges and scientific institutes may be appointed, in accordance with the General Civil Service Scale.

We ask God to grant us all His guidance and care.
