May God preserve you,
After extending greetings and respect, and with reference to Your Highness’s memorandum No. 647/2 dated 16/9/1376, and to the copy of the Council of Ministers’ resolution regarding the proposal to establish a special administration for public sewage,
I have the honor to inform Your Highness that His Majesty the King has approved the resolution adopted by the Council in this regard, with the exception of the sewage system of Riyadh. His Majesty—may God preserve him—commands that work on the Riyadh sewage system must begin at the start of the year 1377, just as in Makkah and Madinah. It must not be postponed by analogy with Taif or other major cities.
Furthermore, His Majesty directs that Riyadh shall be considered the third city after Makkah and Madinah in all future public utilities and beneficial services.
I therefore request the implementation of this gracious directive.
