Collection of Zakat from All Saudi Subjects Equally

By the grace of Almighty God,
We, Saud bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia,

After reviewing the Income Tax Law issued by Royal Decree No. 17/2/28/2321 dated 21 Muharram 1370 AH, and amended by the Royal Decree No. 17/2/28/8955 dated 30 Ramadan 1370 AH, and by the Royal Decree No. 17/2/28/… dated 14/3/1376 AH,

And after reviewing the Zakat Law issued by Royal Decree No. 17/2/28/8634 dated 19 Jumada II 1370 AH, and amended by Royal Decree No. 17/2/28/8799 dated 8 Ramadan 1370 AH,

And after reviewing the Council of Ministers’ Resolution No. 31 dated 27/2/1376 AH,

We hereby decree the following:

Article One

Zakat shall be collected, in accordance with the provisions of noble Islamic Sharia, from all our Saudi subjects equally. It shall also be collected from Saudi companies whose partners and shareholders are all Saudis, as well as from Saudi partners in companies composed of both Saudis and non‑Saudis.

Article Two

The Royal Decree No. 17/2/28/8634 dated 19 Jumada II 1370 AH, and Royal Decree No. 17/2/28/8799 dated 8 Ramadan 1370 AH, shall be repealed.

Article Three

This decree shall be published and shall enter into force as of the first day of Muharram, 1376 AH. The Council of Ministers shall issue, upon the proposal of the Minister of Finance, the necessary decisions for its implementation.
