With the help of God Almighty…
We, Saud bin Abdulaziz, King of the Kingdom of Saudi Arabia,
Based on the Royal Order we have issued regarding the expansion of the Holy Mosque, and in view of the great importance of this project—which requires oversight of its implementation and coordination to ensure it reaches the objectives we have set—
We hereby decree the following:
- A Higher Commission shall be formed under the chairmanship of His Royal Highness, our esteemed brother Faisal, President of the Council of Ministers. It shall be named The Higher Commission for the Supervision of the Expansion of the Holy Mosque.
- The members of the Commission shall be the following:
- Sheikh Muhammad bin Mani‘
- Sheikh Abdulmalik bin Ibrahim
- Sayyid Alawi Maliki
- Sheikh Muhammad Surur Al‑Sabban
- Sheikh Ahmad Ibrahim Al‑Ghazzawi
- The Chairman of the Commission shall nominate an executive committee responsible before the Commission for carrying out and implementing the works approved by it.
The President of the Council of Ministers shall implement this decree and communicate it to all concerned parties.
