With the help of God Almighty,
We, Saud bin Abdulaziz, King of the Kingdom of Saudi Arabia,
After reviewing Cabinet Decision No. 70 dated 21–22 / 9 / 1373 AH concerning the budget of the Ministry of Health, and based on what has been submitted to us by the Deputy Prime Minister,
We hereby order the following:
Article One
The expenditure budget of the Ministry of Health for the fiscal year 1373–1374 is set at 36,904,110 Arabian Riyals (thirty‑six million, nine hundred and four thousand, one hundred and ten Riyals), as detailed in the schedules attached to this decree.
Article Two
Implementation of this budget shall begin on the first day of Shawwal 1373 AH.
Article Three
The Ministry of Health shall submit the accounts for the first three months of the fiscal year — from the first of Rajab until the end of Ramadan 1373 — based on actual expenditures, and forward them to the Ministry of Finance for official approval of disbursement.
Article Four
Exceeding the appropriations set in the budget is strictly prohibited under any circumstances, and no amendments may be made to it during the fiscal year.
Article Five
No transfer of funds is permitted from one chapter to another or from one item to another.
Article Six
No new positions may be created beyond those already approved in the budget.
Article Seven
Salaries of employees appointed to newly created positions shall be paid from the date they assume their duties, with the initial deduction required by the Civil Service Law applied.
Article Eight
The Ministry of Health must comply with the General Civil Service Pay Scale and its instructions, the General Civil Service Law, the Travel Expense Regulations, and all other applicable financial and administrative regulations governing expenditures.
Article Nine
All previous instructions that conflict with this decree are hereby repealed.
Article Ten
The Deputy Prime Minister shall implement this decree and communicate it to all concerned parties.
