Concerning Municipal Revenues in the Kingdom

In the name of God, the Most Gracious, the Most Merciful

With the help of God Almighty,

We, Saud bin Abdulaziz, King of the Kingdom of Saudi Arabia,

Based on the fact that municipalities in the Kingdom require revenues to enable them to undertake the necessary improvements and reforms in their respective towns,

We hereby decree the following:

 

1.

All municipalities in the Kingdom shall be granted all government‑owned lands located in the outskirts of each town, and such lands shall be considered property of the municipality.

2.

Each municipality shall prepare the necessary maps for these lands and determine reasonable prices for them, ensuring that such pricing does not hinder urban development.
Sales shall be made in limited plots, according to the needs of the buyer, and not for purposes of monopoly or exploitation.

3.

A committee shall be formed in each town, consisting of:

  • One member from the Administrative Council
  • One member from the Municipality
  • One member from the Ministry of Finance

This committee shall be chaired by the Mayor, and shall be known as the Land Committee, responsible for carrying out the tasks specified in this decree.

4.

The Prime Minister shall implement this decree and communicate it to all concerned authorities.
