In the Name of God, the Most Gracious, the Most Merciful
Praise be to God, Lord of the Worlds, and peace and blessings be upon His noble Messenger.
“My beloved people,”
“As the sixth year since we assumed the responsibilities of leadership in our dear Kingdom comes to a close, it brings us great joy to raise our hands in gratitude to Almighty God for the abundant blessings He has bestowed upon us — for the noble achievements He has enabled us to accomplish, and for the comprehensive stability and steady growth we have enjoyed in our social, cultural, and economic life.”
“A brief look is enough to see the vast difference between our present and our past — in prosperity, security, financial well‑being, and public health — blessings that none can deny except those driven by ill intent or ignorance.”
“When one looks at the troubled world around us — the upheavals, the destruction of noble principles, the collapse of familiar systems, and the disregard for human values — and then compares it with the comfort, harmony, and progress we enjoy, one realizes the magnitude of the blessings God has granted us. These blessings would not have been possible without our adherence to the Book of God and the Sunnah of His Messenger, and our implementation of the noble Sharia.”
“By God’s will, we shall continue on this path of growth and advancement as long as this remains our constitution and our guiding law.”
Expansion of the Holy Mosque
“We must also recall what God has enabled us to accomplish in expanding the most sacred place entrusted to our care — the Holy Mosque in Mecca. This year, we continued the expansion and completed several sections begun in previous years, ensuring that the House of God is adorned with the majesty, beauty, and strength befitting its sanctity. We hope, by God’s will, that when the project is complete, it will stand as the foremost architectural and spiritual landmark of the Islamic world.”
Tours Across the Kingdom
“It has been a source of great satisfaction for me — as in previous years — to undertake long and short journeys across the country, inspecting the affairs of the people, observing their conditions, listening to the concerns of citizens from all walks of life, and learning about their needs.”
“These journeys have convinced me of their immense value — for through them we have been able to establish many public projects in the social, economic, agricultural, and health sectors, contributing significantly to the growth and well‑being of our nation.”
Foreign Policy
“I do not need to announce a new foreign policy or a new direction, for our foreign policy is well known to you. It has played a major role in strengthening our stability and supporting our nation.”
“Our policy remains firmly based on improving relations with all nations that are peaceful toward us and respectful of our rights, and on full cooperation with all Arab states within the framework of the Arab League — strengthening our collective defense and unity to repel threats to the Arab world.”
“We continue to support the struggle for freedom and independence in all Arab lands that have not yet achieved full sovereignty — such as Algeria and Oman — and we remain committed to restoring the usurped part of our Arab homeland, Palestine, and recovering what was taken from our Saudi borders in the al‑Buraimi region.”
“We pursue these goals in accordance with the principles established at the Bandung Conference and the humanitarian values enshrined in the United Nations Charter.”
“This is our foreign policy, and by God’s will and strength, we shall continue upon it.”
Closing
“What we have accomplished in our domestic and foreign policies encourages us to continue advancing along this path, striving to restore our ancient Arab nation — rich in civilization and culture — to the heights it once knew in its greatest eras.”
“God is the One who grants success, and upon Him we rely.”
