In the name of God, the Most Gracious, the Most Merciful.
Praise be to God, and may prayers and peace be upon the Messenger of God, his family, his companions, and all who follow him.
The reason for inviting you here today is, first, the joy of meeting with you, and second, to convey to you a message from my father, His Majesty the Great King, which he instructed me to deliver. His message is as follows:
“We are fully confident that you know well our belief in your sincerity, loyalty, and affection toward us. You must also have seen what was published in some newspapers regarding what was called the ‘Hijazi Constitution.’ We know with absolute certainty that everything mentioned therein is entirely false, and that you are innocent of it. We know the people of the Hijaz, its men, and its families, and we trust them completely, for we are certain that nothing has ever occurred from us that would harm their interests in any way. On the contrary, we have done—within our ability—everything that benefits them and eases their lives. We do not claim to have accomplished everything, but we know that we are proceeding step by step toward good results, God willing.
Nothing demonstrates our trust in you more clearly than the fact that the majority of employees in all branches and offices of our government, in every city, village, and region of our Kingdom, are from the Hijaz. We believe this is what the public interest requires—an interest that binds ruler and ruled together in a spirit of cooperation to advance this Kingdom, which we established by our swords, without need for propaganda. We consider it a blessing from God, Who granted us the honor of serving His Sacred House and bringing comfort to its people and neighbors. We believe that all of you are our partners in doing good, and you will witness from us further progress and development that will please you and benefit you in both your religious and worldly affairs, God willing.
If, by chance, some unintentional shortcoming occurs in any place, it must be interpreted as arising from good intent and sincere purpose. By God, we do not accept injustice toward any one of you. Whoever has a grievance or advice to convey to us will find our doors open—privately or publicly—because we are your rulers who trust you, and you are our loyal subjects. We seek only to cooperate with you for the welfare of the country, for your lives are bound to ours in prosperity and hardship. This is our conviction regarding you, and it will not change, God willing. You will see with your own eyes the good intentions, goodwill, and desire for progress that we hold in our hearts.”
His Majesty continues:
“I affirm to you that our men who are among you—foremost among them my sons Faisal and Mansour, Abdullah Al‑Faisal, our Minister of Finance Abdullah Al‑Sulayman, and the rest of our ministers—are nothing but intermediaries of goodwill between us and you. They convey to us only what honors you in our eyes and increases our affection for you. Therefore, I assure you—and swear by God—that it has never crossed our minds that any one of you had any connection, openly or secretly, with the aforementioned document. We have minds with which we think and discern the truth of matters. We are not ignorant that falsehood or deception could mislead us. We know well the few individuals who seek to disturb harmony and spread confusion, and we know their motives and their baseless propaganda.
As for us, we have no aims or propaganda except good conduct, which is the foundation upon which we base all our actions, without concern for the claims of those driven by personal motives or desires.”
There remains one matter to which I wish to draw your attention: if misfortune leads some troublemakers—who have been deprived of good—to fabricate false accusations and attempt to attribute them to you, then you must remain vigilant and disavow such claims, fulfilling your duty of sincere counsel and national responsibility, just as you have already done. False accusations quickly fade away, and we shall continue working hand in hand to preserve security and spread reassurance among all the people of this Kingdom, God willing.
Our sole purpose is to offer you sincere counsel and instill confidence in your hearts, in recognition of your esteemed place with us and in hope of the bright future we seek for you and for this country, God willing.
I ask God to guide the Muslims to all that strengthens His religion and exalts His word. Amen.
