“For our nation to regain its former glory and its ancient honor, we believe this requires the dedication and cooperation of all its sons. Such aspirations cannot be achieved merely through expressions of goodwill or displays of emotion; they require skilled hands and capable minds.”
His Majesty continued:
“We are determined—by God’s help—to mobilize all the latent strengths within our country and among the sons of our nation, so that we may reach our desired goals. For this reason, we call upon our compatriots living abroad, in all countries, who possess scientific or technical qualifications in public service—whether political, administrative, military, legal, educational, medical, economic, or commercial—to come forward and work alongside their fellow citizens, so that the nation may benefit from their abilities and experience.”
He added:
“We, for our part, will undertake the necessary arrangements to ensure that every person who responds to this call is placed in a position suited to his ability, competence, and expertise, while guaranteeing for him and his family a dignified and comfortable life. He will take pride in contributing to the advancement of his nation and will secure for himself a promising future.”
His Majesty concluded:
“We have instructed all our legations abroad to receive the applications of those who answer this call, so that the necessary steps may be taken. We ask Almighty God to guide us to what is best for our country, to bring happiness to its people, to exalt the word of religion, and to enable us to act according to the Book of God and the Sunnah of His Messenger.”
