King Saud ordered the formation of a council in Madinah

Al‑Manhal: In the year 1373 AH, King Saud—may God have mercy on him—received three letters within a single week, each from a different sender, all informing him that they had seen in a dream the Messenger, peace and blessings be upon him, instructing them to convey the need to prevent harm and unpleasant odors in the Prophet’s Chamber and in the Prophet’s Mosque in Madinah. The King therefore ordered the formation of a committee composed of the senior scholars and judges of Madinah, along with leading government officials, to convene under the deputy governor of Madinah, Prince ʿAbdullah al‑Sudairi, joined by the chief engineers headed by Muhammad bin Ladin, Director of Public Works:
