General Municipal Law

Article 71 of the General Municipal Law in the Kingdom, issued by High Order No. 8723 dated 20/7/1357 AH, explicitly classifies the matter as an “administrative act”, based on the following text:

“The circumstances in which the Municipal General Assembly is called to convene are: the issuance of an order from the High Authority in the capital, or from the administrative governors in the regions of the Kingdom, to convene the General Assembly to consider a matter which the government deems appropriate for the Assembly to review.”

This constitutes clear and material evidence of the good faith of the legislator, the State, and the government at that time, and of their abstention from any conduct tainted by fraud or deception.
