We, Saud bin Abdulaziz, King of the Kingdom of Saudi Arabia,
In appreciation of the service rendered by Sheikh Muhammad Salih Qazzaz in the construction of the Noble Prophet’s Mosque,
We hereby decree the following:
• Sheikh Muhammad Salih Qazzaz is appointed to the rank of First‑Class Minister Plenipotentiary.
• The President of the Council of Ministers shall implement this decree and communicate it to all concerned parties.
