We have received from the General Directorate of Press and Publication the text of the gracious Royal Decree issued by His Majesty King Saud, may God exalt his reign.
The decree grants His Excellency Mr. Abdullah Balkhair, the King’s Secretary, the rank of First‑Class Minister Plenipotentiary, in recognition of his services.
