By the grace of God,
We, Saud the First bin Abdulaziz,
King of the Kingdom of Saudi Arabia,
After reviewing Royal Decree No. 7‑3‑16‑3996 dated 23/9/1368 A.H.,
and based on what has been submitted by the Prime Minister,
We hereby order the following:
- The Saudi Broadcasting Service shall be an independent authority known as the General Directorate of Broadcasting.
- The Directorate shall report directly to the Prime Minister.
- The Prime Minister shall appoint one of the ministers to supervise broadcasting affairs.
Mission of the Saudi Broadcasting Authority
The mission of the Saudi Broadcasting Authority shall be:
a) To broadcast the teachings of Islam domestically and abroad, by disseminating Islamic culture within the Kingdom through various methods understandable to the general public, elevating their level of awareness, broadening the horizons of the educated, and fulfilling specialized needs.
To promote Islamic teachings internationally by establishing broadcasts in various languages and using methods appropriate to the nature of each nation addressed.
b) To assist in efforts to eradicate illiteracy by spreading cultural awareness.
c) To instill noble morals, encourage virtuous conduct, and discourage harmful customs and traditions.
d) To elevate the standard of social taste.
e) To simplify Classical Arabic and promote its understanding and use among the general population.
f) To raise the cultural and social level of every segment of society by providing dedicated programming for each group as well as general educational content.
g) To revive Arabic literature and the heritage of the Arabs.
h) To encourage urban, developmental, and economic activities within the country.
i) To disseminate accurate information about the Kingdom’s social, cultural, developmental, and economic conditions, fostering confidence among citizens regarding their country’s present and future, and presenting an accurate image to listeners abroad.
j) To inform the nation of global scientific and current events.
k) To strengthen the bonds of brotherhood among Arab countries and work toward enhancing unity, solidarity, and common purpose for their present and future interests.
l) To work toward realizing the Islamic ideal of unity among Muslim nations and their cooperation in righteousness and piety.
m) To preserve and promote friendship and cooperation between Saudi Arabia and all Arab and Islamic countries, as well as all nations of the world, to the extent possible, in order to advance the Islamic vision of a secure and peaceful global society.
Article 5
The official language of the Saudi Broadcasting Service shall be Arabic.
However, it may establish broadcasts in other languages within the purposes outlined in Article Four of this Decree.
Article 6
To achieve the objectives stated in Article Four, the Saudi Broadcasting Service shall have the right to use all means necessary to fulfill its mission, including:
a) Establishing major central broadcasting stations.
b) Establishing stations throughout various regions of the Kingdom.
c) Publishing a broadcasting magazine.
