Conversion of the Deputy’s Bureau

We, Saud bin Abdulaziz,
King of the Kingdom of Saudi Arabia,

After reliance upon God,
and based on Royal Decree No. 5‑20‑1‑6418 dated 16/12/1373 A.H. concerning the Presidency of the Council of Ministers,
and in order to achieve harmony in the conduct of State affairs,

We hereby order the following:

 

First

The Deputy’s Bureau shall become the Bureau of the Prime Minister.

 

Second

All ministries shall address their correspondence to this Bureau, and the Prime Minister shall exercise all functions and issue directives to all authorities within the powers granted to him by us.

 

Third

Each ministry shall manage its affairs within its own regulations, without the need to refer matters to the Prime Minister except in the following cases:

a. When a complaint is submitted to the Prime Minister and he requests information from a ministry, the ministry shall respond and await his instructions.
b. Matters that the ministry’s regulations do not authorize it to decide upon must be referred to the Prime Minister.
c. Matters that the Council of Ministers Law requires to be presented to the Council.

 

Fourth

Transactions received by the Prime Minister’s Bureau that must be presented to the Council of Ministers shall be forwarded to the Secretary‑General for submission to the Council. After the Council issues its decision, the transaction shall be returned to the Prime Minister’s Bureau to complete the necessary procedures.

 

Fifth

For matters submitted to the Prime Minister that are not required by law to be presented to the Council, the Prime Minister may act upon them in accordance with applicable regulations and instructions, and refer to us whatever requires our attention.

 

Sixth

All ministries and departments may communicate directly with one another in preliminary correspondence to save time and expedite results, after which the complete outcome shall be submitted to the Prime Minister, who will present to us whatever must be presented.

 

Seventh

The General Secretariat of the Council of Ministers shall implement the provisions assigned to it under the Council’s organizational regulations.

 

Eighth

All ministers shall devote themselves fully to their essential duties within their ministries and manage them in accordance with applicable regulations.

 

Ninth

The Prime Minister shall implement this decree and communicate it to all ministries and principal departments for compliance.
