Royal Decree :
 
In the name of God the Merciful
 
Decree No. 5/ 19 /1/ 4288 and 1 Safar 1373 AH , with the help of the Almighty God ..

( Based on what necessitated the interest of the country's public and based on the multiplication of duties and the diversity of the responsibilities of the States and the desire to do so as to ensure control business and the concentration of responsibilities on the best according to the principles of sound that takes the country to a position worthy of them among the nations and raise the level of the people and ensure him a life Haniyeh Raghdah in the light of justice and stability commanded what is coming:
 
Article I _ compose the Council of Ministers under his head and DNA Saud, Crown Prince of the Kingdom and the Supreme Commander of the Armed Forces is composed of all ministers of state charged with the management of the ownership of the affairs of the ministries entrusted to them to consider all the affairs of state for Foreign Affairs of the mother of an internal decide upon what he sees as agree in the interest of the country does not Weigel presented to us .
 
Article II _ appoints the Prime Minister , deputy head during his absence.
 
Article III _ The Council of Ministers meets regularly once a month and in exceptional cases, be held at the invitation of the President.
 
Article IV _ Looking at the Business Council submitted to it by the President or by a Minister of State mentioned their proposal in writing to the Chairman of the Board prior to a period of not less than three days before the meeting.
 
Article V _ Decisions of the Council of Ministers for a meeting or a majority and put into implementation and ratification by the president and approval.

Article VIII _ is not permissible for any ministry to make any contract or any agreement with any party only after obtaining the approval of the President of the Council of Ministers .
 
Article IX _ attend Cabinet chief adviser and all the members in their capacity as advisers and ministers of state .
 
Article X _ Crown Prince of the Kingdom and the Supreme Commander of the Armed Forces in charge of the implementation of the provisions of this Regulation .
