Exemption of Food and Clothing Materials from Customs Duties

By the grace of Almighty God,
We, Saud bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia,

Desiring to ease the burden on the general population by making essential food and clothing materials available to them at moderate and affordable prices, through exempting most of these materials from the customs duties currently imposed on them, and significantly reducing the duties on others, while increasing certain categories of duties on luxury goods and imposing a consumption duty on gasoline used within the Kingdom as compensation for the decrease in Customs Department revenues resulting from these exemptions and reductions,

And after reviewing the Customs Tariff issued by Royal Order No. 5866 dated 28/2/1372 AH,

And after reviewing the Council of Ministers’ Resolution No. 27 dated 27/2/1376 AH concerning the amendments proposed by the Minister of Finance and National Economy to the Customs Tariff,

We hereby decree the following:

Article One

The Customs Tariff issued by Royal Order No. 5866 dated 28/2/1372 AH shall be amended in accordance with the schedules attached to this decree, consisting of thirteen pages. The aforementioned Customs Tariff shall remain in force with respect to all matters not addressed in those schedules.

Article Two

A consumption duty of three Saudi amiri qirsh shall be imposed on every gallon of gasoline consumed or produced locally. This duty shall be distributed as follows:

  • Two qirsh to the Public Treasury
  • One qirsh to the municipalities

Article Three

This decree shall be published and shall enter into force two months after the date of its publication. The Minister of Finance and National Economy shall implement it and may issue the necessary decisions for its execution.
